Under the Environment Conservation Act 1995 and the Environment Conservation Rules (ECR), obtaining an Environmental Clearance Certificate (ECC) from the Department of Environment (DoE) is mandatory before launching operations.

Project Categorization

Projects are categorized into four tiers based on their site impact, pollution levels, and potential ecological risk:

  • Green Category (Low Risk): Small-scale industries, assembly plants, and eco-friendly operations. Requires basic documentation, local authority approval, and is issued quickly (valid for up to 3 years).

  • Orange-A Category (Low-to-Moderate Risk): Small printing presses, food processing units, and light fabrication shops.

  • Orange-B Category (Moderate Risk): Medium-scale manufacturing, dairy processing, and hotel developments. Requires an Initial Environmental Examination (IEE) report, an Environmental Management Plan (EMP), and Effluent Treatment Plant (ETP) layouts.

  • Red Category (High Risk): Heavy industries including tanneries, chemical plants, pharmaceuticals, textile dyeing, and major power or infrastructure projects. Must clear a two-stage approval process:

    • Location Clearance Certificate (LCC)

    • Environmental Impact Assessment (EIA) Approval & ETP Design
